Philosophy is not taught at the secondary level in Ireland. We professional philosophers, of course, are trying to change that, but so far, no luck.
There is a course in civics and social studies which, I believe, involves some ethics, but I don't believe that ethics is taught in any philosophically comprehensive manner. In the past ethics was handled under the rubric of religion; but my own opinion is that Ireland has not yet worked out a satisfactory solution to the problem of how to handle ethical questions in a secular context.
I'm sorry that this answer is so impressionistic, but I wanted to get something to you as soon as I could. Finding out what exactly is done in schools now regarding ethics would take some research, for which I do not now have the time, but I may be able to do so at a later date.
